The most common translation that I have heard is the previous version of the translation, but further personal research has led me to believe this is incorrect. There is no specifier or postposition present to give the meaning "at...". Personal communication with Dr. Ofelia Zepeda has reinforced the idea that this is a simple verbal phrase used as a place name, which is a very common O'odham method of constructing location names.
