It's not complete with page number and such, and it's format could be fixed, but it's an inline and *verifiable* ref. It's a primary source, which gives evidence for the veracity of a purport and which is permitted. A secondary source would additionally give evidence for notability, but the notability of this fact for inclusion in *this* article should be obvious.
