Reasons: in this context, the text "the inconclusive battle..." was syntactically unexpected by the reader. Thus, the comma tended to be interpretted as introducing the subordinate clause ("the commerce raiding strategy..."), which the reader *was* expecting. The parentheses make it clear that this is a parenthetical sentence. undo
