5113 - OPEN ENROLLMENT

 

The Board of Education shall permit the enrollment of students tuition free from any school district across the State of Ohio:

 

  1. without regard to academic ability or any level of athletic, artistic, or other extra-curricular skills;

     

  2. without regard to handicapping conditions, except admission may be denied to students if the services described in the student's Individual Education Plan (IEP) are not available in the Northmor School District;

     

  3. without regards to English language proficiency;

     

  4. without regard to student disciplinary proceedings, except admission may be denied to an applicant who has been suspended or expelled by the home district for ten days or more in the term for which admission is sought or in the term immediately preceding the term for which admission is sought.

 

By April 1 of each year, the administration and guidance departments of the District shall make available information about open enrollment. Included with this information form shall be a Student Application form and a Northmor Schools Record Release Form.

 

Beginning at 8:00 a.m. on the first working day of April and continuing through 4:00 p.m. on the last working day of June, open enrollment applications to the District will be accepted in the Superintendent's Office of the District. A native student whose residency changes to an Ohio school district during the school year, and who wishes to remain in the District may submit an open enrollment application within a reasonable time period following the residency change. The date and time of receipt shall be recorded on the application form.

 

  1. As soon as is practical, but not before May 1, a notification of applicant acceptance or rejection will be mailed to the parents of each student applicant and the superintendent of the resident district.

     

  2. The priority by which all student applications for open enrollment will be approved for acceptance shall be by:

     

    1. The date of receipt

       

    2. Then by time of receipt

       

    3. The final number of candidates approved for open enrollment shall be restricted by grade level, school building level and educational program in accordance to the following prescribed capacity limits as they exist on April 1st through June 30th of each year:

       

      1. By grade level: Grade levels for Kindergarten and grade 1 shall not exceed a 1:20, and all other grade levels a 1:23 regular and vocational, full time teacher-student ratio as a result of open enrollment. (Excluded from this ratio at the elementary level are art, music, physical education and special education teachers)

         

      2. By building level: School building enrollment levels shall not exceed a capacity determined by multiplying the number of regular and vocational classrooms by twenty-three (23) students, as a result of open enrollment.

         

      3. By Educational Program level: Educational program capacities of two (2) less than maximum allowable ADM permitted by state standards for vocational units and special education units shall not be exceeded as a result of open enrollment.

 

Court ordered racial balances by district or building levels shall be maintained through the monitoring of student applicants.

 

Within a reasonable time period following applicant approval, the enrolling student must complete enrollment forms and provide the District with health and academic records. An enrolling student who fails to fulfill these requirements shall forfeit enrollment opportunities at the Northmor District.

 

The District shall provide transportation for non-handicapped open enrollment students enrolled in the District to and from regular school bus stops within the District. Transportation to and from bus stops in the District for open enrollment students is the sole responsibility of those student’s parents.

 

Rejection of an application will occur if a student has been suspended or expelled for ten (10) or more days in the current term or in the immediately preceding term.

 

All approved open enrollment transfers will be in effect for one (1) school year only. Priority will be given to students who have previously attended Northmor Schools under the open enrollment plan. Applications to return as an "open enrollment" student must be resubmitted each school year.

 

If a student has lived in the Northmor Local School District and moves to another district during the school year, the family must go through the application process of open enrollment. Open enrollment approval is not guaranteed in this situation. The open enrollment guideline will be followed. Priority will be given to applicants already in the Northmor Schools.

 

Acceptance is tentative until the end of the first week of school. If class size increases due to increased native enrollment your child will be returned to the home school. 

 

Acceptance may be revoked if false information is provided (e.g. grade level, IEP status).
