Duties Summary

This is temporary employment in an exempt position not to exceed 6/30/2015.

The Hawaii State Archives is seeking a Programmer/Acquisitions Specialist to be part of a development team building the Hawaii State Digital Archives to transform business processes in managing and preserving State government records from a paper system to electronic means. This position will design and implement computer application systems to enhance the ability of state agencies to transfer their digital records of permanent value to the Digital Archives in a way that ensures the authenticity and trustworthiness of the records and provides partner agencies technical support for their transfers to the Digital Archives on a continuous basis.

Major position duties: Designs and develops tools, processes and workflows to enable more efficient handling of data, while maintaining authenticity and chain of custody of same; designs and develops computer application systems that respond to the requirements of the user as defined in the system analysis studies; incorporates current technology and techniques in the planned systems; ensures that the work and documentation meet the standards of the office and the department; identifies and arranges transfer of legacy digital records of enduring legal, historical, or fiscal value to the Digital Archives; designs, configures, and implements communication networks which may include anti-virus, application, database, e-mail, file and intranet servers; monitors and maintains the network for optimal user accessibility; reviews application systems to determine if user requirements and objectives have been satisfied and that established standards and procedures have been followed; provides computer programming support as dictated by the work plan and resource needs. Maintains the Digital Archives; provides connectivity to the system for other government agencies needing to transfer digital archival records; and trouble shoots network or computer application related user problems.

Other duties: Maintains a liaison with counterparts in other agencies to ensure proper planning, scheduling, execution, and control of application systems related to digital records transfer; supervises and assists interns and state archives staff temporarily assigned to the project.

Minimum Qualification Requirements

Education Requirement: Graduation from an accredited four (4) year college or university preferably with a bachelor's degree in computer science or related discipline.

Recommended Experience: Three-and-one-half (3-1/2) years of progressively responsible work experience in computer systems analysis, involving the analysis and design of systems for electronic data processing of information or stored computer programming experience, including participation in systems analysis. Progressively responsible work experience on personal computers, client/server, mini-computer, and mainframe applications. Prior experience with the following is very desirable: Linux, Spring framework, Hibernate, MySQL, OSGi, Kerberos, RESTful web services, NetBeans Rich Client Platform, Eclipse, Maven, TestNG, Mockito, Git.

Knowledge of: Prevailing system development techniques to propose alternative approaches in the design, planning, integration, and implementation of computer application systems; LAN operation and configurations, standards and protocols, information management, system software and hardware characteristics, and synchronous and asynchronous communications; various operating systems (e.g., IBMz/OS, Windows Server/Desktop, Netware, Linux, Apple OSX) in order to adapt application software and evaluate impact of interface between desktops, servers, and mainframes; system and program design and documentation techniques; object oriented analysis and design; enterprise design patterns; Java programming and Java coding standards; unit testing; data design, creating stored procedures and triggers using Structured Query Language; object-relational mapping; designing Secure Socket Layer/Public Key Infrastructure applications; multi-threaded software and distributed systems; structured analysis techniques and methods; practical and logical application of computer equipment and technology to problem solving; and agile project management methods and techniques.

Ability to: Effectively communicate verbally and in writing.

This position is exempt from the civil service and considered temporary in nature. EXEMPT BENEFITS

Paid Holidays

Eligible for 13 paid holidays each year; 14 holidays during an election year.

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member. Various leaves without pay may also be granted with full re-employment rights.

Health Insurance

Group Life Insurance

The State provides a free life insurance policy for eligible exempt employees.

Retirement Plan

The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan

Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

Flexible Spending Accounts

Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

Transportation Benefits

Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.

Deferred Compensation

The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.

Temporary Disability Insurance

Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

Social Security

As an employer, the State also contributes to an exempt employee's social security account.

Training & Continuing Education

The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.

Travel Expenses

The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.

Union & Collective Bargaining

Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
