The Point In Time Count is an unduplicated count on a single night of the people in a community who are experiencing homelessness that includes both sheltered and unsheltered populations and provides a snapshot of homelessness in the entire United States.
Oregon Housing and Community Services (OHCS) obtains the Point In Time (PIT) Count data including a wide range of characteristics of the homeless population such as age, gender, race, ethnicity, veteran status, and disability status from every Continuum of Care (CoC) in Oregon.
Community Action Program of East Central Oregon (CAPECO) is in Oregon's Balance of the State CoC and organizes the PIT Count for Gilliam, Morrow, Umatilla and Wheeler counties.
