Originally starting as a single week in March, the first nationally recognized Women's History Week was proclaimed by President Carter in 1980, to align with International Women's Day on March 8. The following year, Congress passed a resolution establishing Women's History Week as a federally recognized commemoration. In 1987, the National Women's History Project petitioned to have the month of March designated as Women's History Month. Resolutions passed by Congress in the five years following this petition authorized the President to designate March as Women's History Month.

Each year since 1995, presidents have made annual proclamations designating March as Women's History Month and celebrating the contributions that women have made to the United States, as well as recognizing achievements made by women in various fields over the course of American history.
