Wave Energy Scotland (WES) is a wholly owned subsidiary of Highland and Islands Enterprise and is taking an innovative approach to supporting the commercialisation of the wave energy sector until the technical and commercial risks are low enough for the private investment to re-enter the sector.
This call is for feasibility studies on Quick Connection Systems (QCS).
The overall objective of the QCS programme is to reduce the duration, cost and risk of offshore operations for early stage wave energy converters. This call focusses on the technology and operations used to make the connection between a wave energy device and its moorings and/or electrical system.

Successful projects will undertake a feasibility study on the proposed QCS in Stage 1, followed by the design and analysis of this concept in Stage 2, and build & test in Stage 3.
Note, applications are limited to Stage 1 at this time. Successful projects will later have the opportunity to progress through competitive Stage Gates to Stage 2 and 3 of the programme.
WES can offer up to 100% of the project costs to a maximum of GBP 70,000 for Stage 1 projects via a contract for Research and Development services. These projects will be 3-month duration and WES expects to award up to 7 contracts for Stage 1.

This Contract Notice is for the procurement of R&D services and is, accordingly, exempt from the requirements of The Public Contracts (Scotland) Regulations 2015. This Notice is, therefore, published in the OJEU on a voluntary basis.
Although this Notice indicates that the open procedure will be followed, WES are not bound by the timescales or any other requirements of the Regulations and will conduct this competition as set out in the accompanying documents, or as otherwise indicated by WES to all parties registering an interest in relation to the process.
In order to participate in the competition, applicants should register, for free, on the Public Contracts Scotland PCS) website (www.publiccontractsscotland.gov.uk), record their interest in this contract and download and complete all relevant documentation.
This free process also gives suppliers access to an on line Question & Answer facility which allows queries to be submitted (anonymously), and answers published and shared with all potential applicants.
Responses must be submitted via the PCS Postbox and be received by the published deadline. Late Responses will be rejected. Hard copy and email Responses will not be accepted.
The figures in II.1.5 and II.2.6 relate to the up to 7 projects at a maximum budget of GBP 70,000 each.
A Brokerage event (14 August 2019) will be held to support the application process. At the brokerage event applicants will have an opportunity to hear about WES and the call itself. It will also allow potential applicants the opportunity to meet with members of Scottish industry and investigate partnerships.
Registration will be required for the Brokerage Event for those who wish to participate and/or attend the event. (See Competition Guidance Document for further details and link to registration)
All relevant information and documentation (including a link to the recorded sessions at the brokerage event and any questions and answers) will be uploaded to PCS following the event.

Successful entities will be required to enter into the contractual documents and licence arrangements specified in the accompanying documents.
Applicants which enter the early Programme Stages of the Call and complete that stage with outputs that meet the required performance expectations and satisfy the stage gate criteria can participate in the competition to progress to the next development stage. This application shall be a competitive process involving the other entities admitted to the programme which have also achieved the requirements referred to above.
