Former Head of NHTSA to Speak at AAPEX
     David Strickland, former head of the National Highway Traffic Safety Administration (NHTSA), will be featured at a seminar titled, “NHTSA Safety and Regulatory Plans: What is Coming Down the Pike,” as part of the AAPEX Education Sessions (AAPEXedu). Strickland will provide an insider's view into the agency's priorities and initiatives, and will also provide tips to attendees on how to work with NHTSA to insure a proper hearing for their issues.  Read more...

U.S. Auto Parts Tariff Emerges As Key Issue in U.S.-Japan TPP Talks
     According to reports, a breakdown in bilateral talks between the United States and Japan under the Trans-Pacific Partnership (TPP) occurred last week after U.S. officials rejected a new Japanese proposal for reducing agriculture tariffs as insufficient and pulled back their previous offer on cutting U.S. tariffs on Japanese auto parts. The modified U.S. offer on auto parts would entail a longer phase-out than the U.S. had previously discussed with Japan. U.S. tariffs on Japanese auto parts are currently 2.5 percent or lower.  Read more...

Dim Prospects Predicted for Progress on Trade Promotion Authority During Lame Duck Session
     House Democratic Whip Steny Hoyer, D-Md., said last week in an appearance at the National Press Club that he does not expect Congress to debate whether to give the White House the authority to expedite free trade agreements during the upcoming post-election lame duck session. Hoyer said he does not see enough support to bring Trade Promotion Authority (TPA) to the House floor. Some House Republicans have expressed interest in trying to move on TPA during the lame duck session, when the political fallout from opponents would be less severe.  Read more...

EPA to Increase Regulations on Nonylphenols and Nonylphenol Ethoxylates in Auto Products
     The Environmental Protection Agency (EPA) announced two new regulatory efforts to increase reporting of Nonylphenols (NPs) and Nonylphenol Ethoxylates (NPEs) by automotive products companies and facilities with NP releases.  Read more...

HHS Adds Rubber and Solvent Chemicals to List of Carcinogens
     On Oct. 2, the Department of Health and Human Services (HHS) published its thirteenth “Report on Carcinogens” (RoC), increasing the risk label on ortho-toluidine – used to make rubber – and adding three new chemicals – two directly related to automotive uses. Increasing the risk labels or adding new chemicals can create new worker safety exposure mitigation requirements and future regulations for businesses, as well as cause customers to avoid using products containing the chemicals.  Read more...
